PROPOSALS WANTED FOR SPECIALIZED EMPLOYMENT SERVICES

VICTORIA – The Ministry of Employment and Income Assistance has posted a Request for Proposals (RFP) on the BC Bid website for $950,000 in complementary, innovative or supplemental services as part of its $20-million-a-year Employment Program for Persons with Disabilities (EPPD).

This RFP, which closes on Jan. 15, 2008, is part of the $2-million commitment by the ministry from June 2007 after awarding contracts worth $18 million for core EPPD services. Through this RFP, the ministry is seeking proposals for specialized services not covered by the full range of core EPPD programming including but not limited to:

o        services for persons with a visual impairment,

o        services for persons with a confirmed learning disability, and

o        services for Aboriginal persons with disabilities living on reserves in both rural and urban communities.

In addition to this $950,000 RFP, and following Notices of Intent (NOIs) posted on BC Bid, contracts totalling $500,000 for specialized services for persons with hearing impairments, persons with recent spinal cord injuries, Aboriginal persons with disabilities, and mobility impaired individuals in need of adapted recreational activities, were awarded in December 2007 to five disability service providers uniquely qualified to deliver these services.

Contracts worth $100,000 each were awarded to:

·         Western Institute for the Deaf and Hard of Hearing (WIDHH)

·         Island Deaf and Hard of Hearing Centre (IDHHC)

·         BC Paraplegic Association (BCPA)

·         BC Aboriginal Network on Disability Society (BCANDS)

·         ConnecTra Society

Working in partnership with Community Living British Columbia, the ministry has also allocated $550,000 for employment programming for persons with developmental disabilities.

The need for specialized services was identified during the development phase of the core EPPD services. For over a year, the ministry consulted with service providers, ministry staff and other stakeholders to solicit feedback on the proposed structure for a revised Employment Program for People with Disabilities.
