NEW CASE MANAGEMENT SYSTEM TO HELP FRONT-LINE
WORKERS |

VICTORIA – Oracle Corporation Canada Inc. has been awarded a $17.9-million contract for the first phase of a new integrated case management system, announced Tom Christensen, Minister of Children and Family Development, Claude Richmond, Minister of Employment and Income Assistance, and Olga Ilich, Minister of Labour and Citizens’ Services.
“The
development of this new case management system will have real and lasting
benefits for social workers and staff who work with, and on behalf of,
vulnerable children and youth,” said Christensen. “Reducing administrative
workloads and improving information-sharing means that front-line staff will
have more time to spend supporting families – and that means better outcomes
for thousands of young British Columbians.”
“In order to provide
timely and effective service to people in need, public servants require access
to modern, up-to-date and efficient information technology,” said Richmond.
“This is why government is investing in a new case management system – a system
that will replace outdated 1970s-era technology.”
The contract was awarded to Oracle after a thorough
request for proposals (RFP) process was conducted. Under the contract, Oracle
will provide the software, licences, and maintenance and consulting services
needed to implement and operate the case management system.
“This new technology is a big step forward in helping front-line staff help their clients,” said Ilich. “The government’s chief information officer has provided valuable guidance towards a system that will improve information sharing and the delivery of services, while protecting client privacy.”
The RFP was posted on the BC Bid website on Nov. 2, 2007 and closed on Dec. 20, 2007. The criteria to award the RFP were based on bidders’ ability to meet ministry requirements; demonstrated experience of implementing similar projects in the social services sector; corporate capacity and long-term financial stability; product and service demonstrations; and value for money.
Proposals were evaluated by representatives from the ministries of Employment and Income Assistance, Children and Family Development, and Labour and Citizens’ Services. These representatives were supported by the Province’s Strategic Acquisitions and Technology Procurement group and technical and business subject matter experts.
The RFP followed a notice to vendors, posted on the BC Bid website on Sept. 28, 2007, and information sessions with potential vendors. These information sessions, designed to enhance the ministries’ knowledge of available software applications, took place in Victoria between Oct. 22 and 26, 2007.
A second procurement process, to acquire systems integration consulting services for the configuration and implementation of the case management system software, is expected to take place later in 2008. It is anticipated implementation of the new case management system will begin in 2010.
