Following the completion
of the request for proposals (RFP) stage, ISL Health has been named as the
preferred proponent to design, build, finance and maintain the new 500-bed
Royal Jubilee Hospital in Victoria. The next stage in the competitive selection
process is to begin negotiations with ISL Health to reach a final project
agreement.
ISL Health
ISL Health is a team that combines the strength, innovation and experience of B.C. based construction and architectural firms with international companies to deliver a state-of-the-art patient care centre.
Members of the ISL Health team include:

Health Care Projects Canada Ltd.;
·
Acciona S.A.;
· Lark Group; and
· Innisfree Ltd.
Evaluation Process
An evaluation committee composed of both clinical and non-clinical representatives of VIHA and Partnerships BC evaluated the request for proposals (RFP). The committee appointed eight sub-teams to assist in the evaluation of the proposals based on the following criteria:
· Elder-friendly;
· Magnet hospital;
· Medical/surgical environment;
· Adult and geriatric mental health;
· Pacific Green;
· Facilities management/support services;
· Technical (architectural/engineering); and
· Legal/financial.
In addition, the City of Victoria’s Advisory Design Panel evaluated the design with reference to the Design Requirements established as part of the rezoning process and concluded the design met these requirements.
The committee’s recommendations were provided to the VIHA board for discussion and consideration and, following a special board meeting in March, VIHA’s board voted to endorse the committee’s recommendation of the preferred proponent and directed that negotiations with ISL Health begin.
The total cost for the project is not yet final and will not be available until negotiations have concluded, a project agreement has been signed, and a project report summarizing the value for money achieved has been released.
