NEW PROPOSED GRADUATED LICENSING CHANGES

 


Learner Drivers

 

Original Rules

·         Learner stage lasts a minimum of six months (three months with ICBC-approved driver education)

·         Learner’s licence expires in one year

·         Must be accompanied by a supervisor 19 years or older with a valid driver’s licence

 

Proposed Rules (changes in bold)

·         Learner stage lasts a minimum of 12 months (nine months with ICBC-approved driver education)

·         Learner’s licence expires in two years. Must re-write the knowledge test if licence expires

·         Must be accompanied by a supervisor 25 years or older with a valid driver’s licence

 

Learner Motorcyclists

 

Original Rules

·         Learner stage lasts a minimum of six months

·         Learner’s licence expires in one year

·         Must always ride within sight of a qualified supervisor 19 years or older

·         Not permitted on freeway portions of Highways 1 & 99 near Vancouver

 

Proposed Rules (changes in bold)

·         Learner stage lasts a minimum of 12 months

·         Learner’s licence expires in two years. Must re-write the knowledge test and re-take the motorcycle skills test if licence expires

·         Must always ride within sight of a qualified supervisor 25 years or older

·         Restricted highways removed

 

Novice Drivers

 

Original Rules

·         Novice stage lasts a minimum of 18 months

·         Can carry up to 10 people

·         A prohibition delays the ability to earn a full driver’s licence only by the length of that prohibition

 

Proposed Rules (changes in bold)

·         Novice stage lasts a minimum of 24 months

·         Only one passenger:

·         Unless accompanied by a supervisor 25 years or older with a valid driver’s licence

·         Immediate family allowed with no supervisor (father, mother, sister, brother, spouse, children, grandparents and step- or foster- relationships as above)

·         Novice drivers receiving prohibitions lose their accumulated driving experience time and must start the 24-month novice stage over again

 

Novice Motorcyclists

 

Original Rules

·         Novice stage lasts a minimum of 18 months

·         A prohibition delays the ability to earn a full driver’s licence only by the length of that prohibition

 

Proposed Rules (changes in bold)

·         Novice stage lasts a minimum of 24 months

·         Novice motorcyclists receiving driving prohibitions lose their accumulated driving experience time and must start the 24-month novice stage over again

 

Rules remaining unchanged

 

·         Zero blood alcohol content when driving

·         “L” or “N” sign must be displayed at the back of the vehicle

·         Learner drivers prohibited from driving between midnight and 5 a.m.

·         Learner motorcyclists permitted to drive only during daylight hours

·         Learner motorcyclists not permitted to carry passengers or exceed 60 km/h

·         Novice licences valid for five years
